Rent Control in Little Saigon
In 2021, in partnership with Tenants United Santa Ana and a coalition of community partners and residents, we successfully passed the Rent Stabilization Ordinance (RSO) and Just Cause Evictions Ordinance (JCEO) through the Santa Ana City Council. This historic achievement made Santa Ana the first city in Orange County to implement rent control. VietRISE, alongside Vietnamese senior mobile home residents, played a pivotal role in securing the final vote needed to pass the ordinance. This victory was the result of bold, multiracial, intergenerational, and multilingual organizing, including door-to-door canvassing, announcements in Vietnamese churches, town halls, and weeks of newspaper ads in Vietnamese.
Vietnamese seniors, primarily mobile home residents, have been organizing for rent control in Santa Ana since 2019.
In 2021,
VietRISE connected with these residents during a city council meeting where rent stabilization was being discussed. From there, VietRISE and the mobile home residents began to meet and strategize on how to pass this ordinance, holding meetings at coffee shops and in the seniors’ homes. We focused on highlighting the experiences of Vietnamese residents facing housing insecurity, a fact that was not well-known to other communities in the city. Together, we developed a plan to feature photos of the seniors and ensure their voices and experiences were taken seriously. Because it was the height of COVID-19, the seniors could only safely call in to city council meetings.
A multigenerational, multiracial coalition was built throughout this campaign, and with the support of councilmembers who believed in the policy, we were able to secure this win.
In 2022,
Our collaboration with Tenants United Santa Ana led to the successful amendment of the RSO and JCEO, establishing the first rent registry and rental housing board in Orange County.
In 2023,
In 2023, to safeguard the RSO, VietRISE, TUSA, and our city council allies placed the ordinance on the ballot for the 2024 General Election. Currently, a narrow city council majority (4-3) can repeal this hard-fought ordinance, which has significantly benefited Santa Ana residents. If the measure passes, any future repeal would require a public vote.
Now, in 2024,
Santa Ana residents have the opportunity to vote on the Rent Stabilization and Just Cause Eviction Ordinance in the November general election, ensuring the protection and permanence of rent stabilization. Our community is working tirelessly to mobilize voters in Santa Ana to pass this critical ballot measure.
